The Office of Ministerial Standards (OMS) serves as the investigative arm of the Archdiocese, promoting accountability, integrity, and safe ministry environments. The office receives, assesses, and coordinates investigations of allegations of misconduct involving clergy, employees, volunteers, and ministries, ensuring that all concerns are handled professionally, objectively, and in compliance with both civil and Church law.
 
Working closely with Church leadership and law enforcement when appropriate, OMS seeks the truth, protects the rights of all involved, and supports the Archdiocese’s commitment to transparency, justice, and safeguarding the faithful.

Cronister

About the Director

Kevin Cronister was born in Wichita and spent most of his life in Topeka. He and his wife Angela have five children.

He studied criminology at Benedictine College in Atchison for two years before transferring to Washburn University in Topeka, where he received his bachelor’s degree in criminal justice.

After graduating in 2010, he worked at the Johnson County Sheriff’s Office. During that time, he earned his master’s in forensic psychology, specifically studying victimology.

He worked as a law enforcement officer for 16 years, specializing in investigations related to the sexual exploitation of children and internet-facilitated financial fraud and scams.

For the past eight years, he was a lead Internet Crimes Against Children (ICAC) task force detective.

He’s also served as a SWAT team leader, full-time training officer and was a member of the Officer-Involved Critical Incident Investigation Team (OICIIT) and the Kansas City Metro Major Case Squad.

OMS Investigator

Rachel Cutshaw brings more than 16 years of distinguished service in law enforcement and has built an exceptional career defined by specialized criminal investigations, departmental instruction, and operational leadership. Her tactical and field experience includes serving as a detective on a specialized drug task force, a patrol Field Training Officer, and working across multiple roles within a county correctional facility.  Beyond field operations, she served as the agency’s Basic Police Academy Coordinator and a primary instructor, leading curriculum and training for both sworn officers and civilian personnel. Recognized for her professional excellence, she holds numerous specialized certifications and career accolades.

Rachel holds a bachelor’s degree from the University of Kansas and is an alumna of St. Thomas Aquinas High School. Balanced with her dedicated career, she and her husband are proud parents to four children.
